Administrative corruption only favors the welfare state of the corrupt, of course detrimental to the progress of the weak.
I rather think we need to go back to the cause of corruption:
1st. Cause: The honest is too busy to participate in the activities of state and politics, leaving free space for violent criminals and corrupt in every way. The honest are very busy because the systems are poorly designed and destroy the lives of decent citizens.
2nd. Cause: Can not Be Paz poor, and that makes many people scrupulous decided to resolve their situation, trying to be rich, when in fact not everyone would be rich if it could be poor in peace, and this increases the crime, as far as which included the chapter on corruption. Those who are not willing to accept to fight crime and live honestly. 3rd
Cause: Poorly designed models involve much change to scare the honest who fail to convince the multitudes of real work to do, and this space is occupied by those who do not care promise knowing full well that no can do what they promise, and climb to power to magnify his ego, wealth, and entertain the masses in the broadest sense of the word. For these scammers, power is a circus.
